For the Meat Layer:

1 lb ground beef

1 packet taco seasoning (or 2 tablespoons homemade)

1/4 cup water

For the Bean & Cheese Base:

1 (16 oz) can refried beans

1 (8 oz) package cream cheese, softened

1/2 cup sour cream

1 teaspoon garlic powder

1/2 teaspoon onion powder

For the Toppings:

2 cups shredded Mexican blend cheese

1/2 cup pickled jalapeño slices (optional)

1/4 cup chopped green onions

1/4 cup diced tomatoes (optional)

Fresh cilantro (optional, for garnish)

Instructions

Preheat oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish or deep pie dish.

Cook the Beef:
In a large skillet over medium heat, cook the ground beef until browned. Drain any excess grease.
Stir in the taco seasoning and water. Simmer for 3–4 minutes until thickened. Remove from heat.

Prepare the Base:
In a large bowl, mix refried beans, cream cheese, sour cream, garlic powder, and onion powder until smooth and creamy.

Assemble the Dip:
Spread the bean mixture evenly in the bottom of the baking dish.
Layer the seasoned beef over the bean mixture.
Sprinkle the shredded cheese evenly over the top.
Add jalapeños, green onions, and diced tomatoes, if using.

Bake:
Bake uncovered for 20–25 minutes, or until the cheese is melted and bubbly.

Garnish & Serve:
Remove from oven, sprinkle with chopped cilantro if desired, and serve hot with tortilla chips.

Notes

Make it spicier: Add diced green chiles or use pepper jack cheese.
